Monitoring of RSETIS

Recognizing the contribution of RUDSET Institutes for over 25 years in addressing the problem of un-employment in the country, Government of India has desired that a RUDSETI model Institute in each District of the country should be established under the name and style –Rural Self Employment Training Institute(RSETI), to be sponsored by the concerned Lead Bank in the District. In pursuance of this direction, over 350 RSETIs have already come up in different districts across the country. The National Academy of RUDSETI [NAR], an extended arm of RUDSETI having its Head Office in Bangalore is operating as an apex level training Institute for RSETIs.

The Ministry of Rural Development [MORD], Government of India, with a view to ensure uniform standards of training and professional administration in all the RSETIs, felt a need to put in place a mechanism for monitoring and capacity building of all the RSETIs. To achieve this objective, the Ministry has entered into a Memorandum of Understanding [MOU] with NAR on 29 July 2011.
The highlights of this MOU are as under:

The National Academy of RUDSETI(NAR), shall mentor and monitor the RSETIs across the country for a period of 3 years. Each RSETI/RUDSETI to train 750 Below Poverty Line(BPL) candidates annually and achieve a settlement of 70% of trained candidates establishing micro enterprises within 3 years.
The National Academy of RUDSETI has established an exclusive monitoring Cell headed by a Chief Project Co-ordinator. The NAR shall also continuously train the Director and faculty of RSETIs which shall result in systematic building up of capacity of RSETIs for effective training and facilitation of trained candidates.
NAR has prepared an annual action plan for capacity building and monitoring of RSETIs in association with MORD clearly defining the role responsibilities of all the stakeholders. The action plan shall be implemented in a time frame.
NAR shall continuously develop tools for improving the effectiveness of the RSETIs. These may include development of common curriculum, mechanism to monitor the performance of RSETIs, quality audit, training aids, and incentive schemes, on line MIS etc.
NAR shall also review the training inputs, methodology, mentoring and monitoring mechanism continuously to ensure that the same is in synchronization with the changing market demands.
The Chief Project Coordinator of Monitoring Cell, NAR with the assistance of state level co-ordinators, shall implement various interventions designed for effective functioning of RSETIs and continuously monitor the progress to achieve the desired objectives.

K.N. Janardhana, Chief Project Coordinator

The Chief Project Coordinator, an Executive on deputation to the Exclusive cell of National Academy of RUDSETI either from SyndicateBank or Canara Bank directly reporting to Dr. D. Veerendra Heggade, President, National Academy of RUDSETI, will take care of the entire monitoring mechanism of functioning of RSETIs in the country. He will be the head of the Exclusive cell of NAR for monitoring of RSETIs. The Chief Project Coordinator will take care of the entire monitoring system of RSETIs in the country.

Role & Responsibilities of Chief Project Coordinator :

Chief Project Coordinator will appoint the State Project Coordinators through a committee put in place by the President of NAR for effective monitoring of RSETIs in each State. These State Project Coordinators will report to Chief Project Coordinator.
Chief Project Coordinator shall be the link between MORD/NIRD/Stake holders of RSETIs/State Govts.
Convening the quarterly Advisory Council Meeting of RSETIs.
At monthly intervals, shall take up surprise visits to minimum of 3 - 4 offices of the State Project Coordinators to monitor their performance and visit to 2 – 3 RSETIs for review and guidance.
To identify selection of eligible institutes/individual Directors for Annual Awards and other incentives by placing proper systems and procedures.

Taking into consideration the expertise and exposure Sri K N Janardhana had in RUDSETI in the capacity as Executive Director, the Hon.Chairman Dr D Veerendra Heggade, requested SyndicateBank to depute him to head the Monitoring Cell for RSETIs as its Chief Project Co-ordinator. Accordingly SyndicateBank, one of the sponsors of RUDSETI/NAR deputed Sri K N Janardhana for the post.

Profile of Sri K N Janardhana

A Post Graduate in M.Sc. [Agri], he started his career in 1984 as Rural Development Officer of SyndicateBank and worked in various rural branches in North Karnataka. Thereafter he worked as Director of RUDSETI, Udupi for 2 years and for 4 years at the Priority Sector Wing of the Bank at its Head Office. From 2003 onwards, he was the Lead District Manager of Noida and Ghaziabad Districts in Uttar Pradesh and Bellary in Karnataka State.

While he was functioning as Director, RUDSETI at Udupi, he has undergone training at EDI, Ahmedabad, BIRD Lucknow and NIBM, Pune. He was a State Level Jaycee Trainer in Personality Develoment and has trained hundreds of youth across the State.

From May 2007 onwards he was deputed to head Central Secretariat, RUDSETI, Ujire as its Executive Director. During his tenure as Executive Director he brought in various reforms in improving the quality of the administration and training at all the RUDSET Institutes. He was instrumental in organizing Silver Jubilee function of RUDSETI in 2008 wherein top executives from MORD / Reserve Bank of India / Central and State Governments / stake holders of RUDSETI participated. This culminated in opening of National Academy of RUDSETI, an apex level training Institute in the field of entrepreneurship development for training the RSETI Directors. This was a testimony to his organizing capability. During his tenure, 5 new RUDSET Institutes were opened in different parts of the country. Sri Janardhana could mobilize huge sums of money from MORD/SIDBD/NABARD and other Agencies for meeting the expenses of construction of own campuses at 19 RUDSET Institutes across India. With this inflow of funds, Sri Janardhana took RUDSETI nearer to its self-sustaining status.

Notable among many achievements, the contribution of Sri Janardhana in providing requisite know-how to MORD, GOI for replicating the RUDSETI model in all the Districts of the country is worth mentioning. He thereafter was the Consultant to MORD in launching RSETI movement in the country.

In September 2010 he was promoted as Chief Manager and continued in his assignment as Executive Director of RUDSETI.

Sri Janardhana was invited to present a paper on "Women Empowerment through RUDSETI" at an International Conference held in Thailand. He is a recipient of "Dr. K. Shivaram Karanth Sadbhavan Award" during 2008 for his contribution in the area of youth empowerment.

Paper Presentation by Chief Project Co-Ordinator at an International Workshop at Manila, Philipines

Sri K N Janardhana, Chief Project Co-ordinator was invited to present a paper in the Joint Workshop organized by ADB-OECD [Asian Development Bank and Organisation for Economic Co-operation and Development] held at Manila, Philipines on 27th and 28th February, 2012. The subject matter of the Workshop was “Gender in Education, Employment and Entrepreneurship [3Es] in India, Indonesia and the People’s Republic of China”. On this occasion, Sri.Janardhan presented a paper on the initiatives of Government of India by rolling out National Rural Livelihood Mission [NRLM] to address poverty among BPL families by enabling the poor households through forming Self Help Groups and to bring improvement in their livelihoods on a sustainable basis.

All these was possible because of the continued guidance and support that he received from
Dr. D. Veerendra Heggade, Dharmadhikari, Dharmasthala.

On transfer from the post of Executive Director, RUDSETI Sri Janardhana is presently the Chief Project Co-ordinator heading the office of the Monitoring Cell for RSETIs at Bangalore.

State Project Coordinators

The MOU envisages appointing State Project Co-ordinators for each State to take care of 25-30 RSETIs. The State Project Co-ordinators shall be from Banking field with rich experience in the area of Rural Development. Preference is given for those who have worked as Director at RUDSETI / RSETI. The State Project Co-ordinator so selected are permitted to work from one RUDSETI / RSETI in the State or from his residence and secretarial services can be availed from the Institute where he is placed.
